The institution known as The Cotton Library predates the foundation of The Capricious Victorium and remains one of the principal repositories under Victorium observation.
Established within Ashburnham House, the Library maintains custody of a significant collection of manuscripts, correspondence, artefacts, journals, maps, and anomalous materials deemed unsuitable for public circulation.
Its holdings are believed to extend beyond the historical Cotton Collection from which it derives its name.
Several inventories remain sealed.

The public imagines libraries to be places where stories are stored.
This is only partly true.
The Cotton Library exists not merely to preserve stories, but to prevent certain stories from escaping.
Further access denied.
